Founded in 2016, Urbicus is led by Mark Clayton and Mark Kierpal, two of Queensland’s most respected and successful Urban Planners.
With over 40 years collective experience in the property industry, Urbicus are experts at managing development applications through the machinations of regulation and red tape and obtaining the approvals projects required to add significant value to property values.
Our track record of achievement is built upon a foundation of experience working within the public sector, including Brisbane City Council, Moreton Bay Regional Council, Queensland Government and Federal Government and in the private sector for leading development and property consulting firms.

Meet the Directors
Mark Clayton
DIRECTOR, BA MURP
Throughout his 20-year career in the Queensland property industry, Mark has established himself as one of the state’s leading experts in urban planning.
Prior to establishing Urbicus, Mark ran his own planning consultancy that specialised in obtaining development approvals for property owners and developers. Mark’s philosophy is to ensure that each application is tailor made to meet the needs of the client, the suitability of the development and the approval processes of each local authority.
Mark has worked for Brisbane City Council, Moreton Bay Regional Council and the Queensland State Government. Within the private sector, Mark has worked as an in-house urban planner for developers that specialise in office, retail and industrial developments.
He holds a Bachelor of Arts (Town Planning & Economics) and a Masters in Urban & Regional Planning from the University of Queensland.
Mark Kierpal
DIRECTOR, BBE URP GDURP
Mark is a highly respected urban planner with a reputation built on his meticulous approach to preparing development applications and obtaining development approvals.
With over 20 years’ experience in the private and public sector, Mark is a recognised leader in his field and is committed to ensuring that Urbicus is a fully-fledged partner in your project, providing critical assistance, advice and counsel at every stage of the process.
Prior to establishing Urbicus Mark held senior roles within the property consulting industry in Brisbane (DTS Group) and within Brisbane City Council and Federal Government.
He holds a Bachelor of Built Environment – Town Planning and Graduate Diploma – Town Planning from QUT, Business Mastery Course from the National College of Business and a Diploma of Project Management (BSB51413) from Asset Training Australia 2014.
Meet the Associates
Henry Watson
ASSOCIATE URBAN PLANNER
Henry is a well-respected urban planner whose reputation has been earned through his methodical preparation of development applications, high success rate in obtaining pragmatic development approvals, relationship with building designers, architects & other consultants and his rapport with council officers.
The Urbicus team welcomed Henry in 2019 & since then, Henry has managed or assisted in processing over 1,400 Development Applications within Queensland. In 2026 Henry joined the executive team as Associate Urban Planner. Henry has experience with all Local Governments & State Government, particularly in the Southeast Corner.
Henry specialises in a variety of areas which includes Residential Projects, Subdivisions & Commercial/Industrial Developments. His focus is to maximise yield & development outcomes that meet the needs of clients.
He holds a Bachelor of Regional & Urban Town Planning from the University of Queensland.
Beyond the office, Henry spends his time playing AFL, travelling, and cherishing moments with his young family.
Max Clayton
ASSOCIATE URBAN PLANNER
Max has a strong interest in helping property developers succeed.
During his time at Urbicus, Max has successfully project-managed project manage a wide range of development proposals and obtain development approvals through local and state governments for clients to help add-value to their properties.
Max understands the value of providing personalised, upfront, and site-specific planning and proposal advice, tailored to the specific needs of the individual client and proposal. This approach helps ensure the key objectives of each proposal can be met through the development approval process.
He holds a Bachelor of Business Management (Majoring in Business Economics) and a Master of Urban and Regional Planning from the University of Queensland, equipping him with a strong foundation in both business, planning and development.
